OF THE AMERICAN STATES
DISTINGUISHED REPRESENTATIVES OF THE AMERICAS:
We have initiated a historical cycle with a great transcendence for the Americas, and
this Assembly convenes in order to consider the new courses of DEMOCRACY AND FREEDOM for
all peoples, for all the member states of the Inter-American System, the most prestigious
and old regional organism; that is why the world has its attention set on our works: THE
AMERICAS ARE ONCE AGAIN BECOMING THE CONTINENT OF HOPE AND FREEDOM.
This Assembly convenes vis-a-vis the unavoidable crisis of the totalitarian system of
Marxist-Leninist Socialism, whose crisis must reach, in its whole scope, the last
convicted and self-avowed redoubt of Stalinism-Leninism in Cuba.
We, in compliance with an unavoidable historical duty, at the same time that we exercise a
right, have the high honor of addressing you and, through your intercession, the
governments and peoples of the Americas, in order to reiterate to them, as participants
that we are in the Organization of American States (OAS) and of the Inter-American System,
born in the Cuban State, a member of this General Assembly, the posture of the Cuban
people and its rights in the agreement of the nations of the Americas, of which we are a
part. What is excluded is the present Marxist-Leninist government, because of said
doctrine having been declared as INCOMPATIBLE with the Inter-American System. It is now
even more incompatible than when it was thus declared. That Marxist-Leninist posture has
been reiterated by the Cuban Communist Party in its latest official statement, published
in this year 1996.
If the Cuban State is a member of the Inter-American System and of the OAS, as nobody can
deny, and as it is recorded in their covenants and has been widely recognized in your
previous deliberations, that State must have some form of representation. For all of that,
it is that "WE ARE THE VOICE OF THOSE WHO HAVE NO VOICE".
The present totalitarian Marxist-Leninist government of Cuba has been a veritable
satellite of the former Soviet Union, now of Russia, and the representative in our
hemisphere of that neo-colonialism, but never a legitimate, democratic and free
representative of the Cuban people, with which it is even more incompatible than with the
Inter-American System, because it is contrary to its history, traditions, culture, morals,
ethics and idiosyncrasy. That present regime of Cuba is a vehicle for the interference of
extra-continental powers in the internal affairs of the Americas, violating their
sovereignty and the ideals of the Founding Fathers of our nations, from Simón Bolívar up
to our times.
The linkage and solidarity with that international Marxist-Leninist ideology, represented
now by Russia, China, North-Korea, Viet-Nam and other countries, subordinates sovereignty
to foreign ideology, which is alien to the values and principles, as well as to the
political culture of the Americas. Cuba continues to be a geostrategic base for that evil
ideology in the heart of the Americas, reaffirming its introduction of foreign ideologies
in the Americas. The 1992 constitutional amendments in Cuba ratify its ideological
subordination to that ideology.
In the preamble of the socialist constitution of Cuba, in 1976, the name of God was
replaced, with whose assistance the Cuban people counted upon, and the Soviet Union was
placed instead, in a tributative and feudal subordination unprecedented in the annals of
the Americas.
NO PERESTROIKA, NO GLASNOST IN CUBA
The strategy of the peaceful and negotiated solution to the Cuban political crisis has
been swept away from the scene by the official statements of the Cuban Communist Party and
its highest representatives in this year 1996. They have officially stated, and it has
been published both in Cuba and in the Americas, that there shall be no Perestroika or
Glasnost in Cuba; no negotiations, no changes in the Marxist-Leninist regime. It is
stated there that the initial opening of the Soviet Union through Perestroika and
Glasnost weakened the structure of the communist regime and brought about its
political demise. This could not happen in any manner in Cuba: "We shall not allow
anything that will weaken the regime, and least of all that will endanger it; we shall not
allow it".
There is no possibility for any kind of opening in Cuba; the totalitarian regime has
closed all doors; there is no peaceful solution or arrangement, nor there is on the
horizon any immediate future through the present regime. Should there be any possibility,
it would have to be through a confrontation that could escalate into an armed conflict.
The regime is getting ready for that possibility, that nobody dares to discard. José
Martí, the Apostle, the author of the "White Rose" verses, already proclaimed
"the necessary war" last century. We hope that it will not be necessary again.
A solution for the Cuban problem must be achieved, and it must lead to freedom and
democratization, through the political elimination of communism and its present leaders.
That is a historical imperative that the democratic and free Americas cannot sideline. It
is everyone's duty, it is our duty while we assemble in the Continent of Hope, and the
duty of each of its peoples and leaders.
VIOLATION OF HUMAN RIGHTS COMMITTED THROUGH THE CRIMINAL SINKING OF THE TUGBOAT
"13 DE MARZO" BY THE COMMUNIST REGIME OF CUBA: A CONDEMNATORY SENTENCE BY THE
INTER-AMERICAN COMMISSION ON HUMAN RIGHTS (CIDH).
This has been proven in a hearing at the US. Congress, with four survivors in
attendance, as well as plenty of evidence and testimonies.
We reiterate and enhance our denouncement regarding the blatant violation of human rights
committed by the totalitarian communist regime of Cuba. We have documented the following
and it has been publicly verified:
On July 13, 1995, 72 Cubans, men, women and children, sailed from the port of Havana
aboard the tugboat "13 de Marzo", fleeing towards freedom, and 17 miles off the
Cuban coast, outside of the territorial waters, they were intercepted by several
fire-fighting boats and Cuban Navy patrol boats. Despite the fact that the Cubans aboard
the tugboat surrendered, they were sprayed with water from high-pressure hoses, sweeping
some of them into the sea and even a child was dislodged from his mother's arms and got
lost at sea. Some passengers tried to take refuge in the engine room to avoid the strength
of the hoses that threatened to sweep all of them into the sea.
Not content with that uncivilized and cruel act, the crews of the government ships rammed
the tugboat, and it sank carrying down with it 41 persons, among them 22 children. The
survivors were taken ashore; men were imprisoned; women and children were sent home, and
their houses were surrounded by the Rapid Action Brigades, attacked and threatened, as
well as kept in house arrest. Many of them are still imprisoned.
Relatives of the dead and disappeared have petitioned the government to rescue the bodies
to inter them, but it has denied their petition saying that it lacks deep-sea divers.
Although several exiled divers have volunteered to proceed with the rescue, they have been
denied permission. The bodies are still in the bottom of the sea, and must be raised to
give them a Christian burial.
President Bill Clinton has stated that "this is one more example of the brutal nature
of the Cuban regime".
We must condemn this monstrous and barbaric deed, in which there is not only the violation
of human rights of Cubans involved, but it transcends every boundary that a civilized
country must respect.
The human rights protected by the CIDH and this Assembly have been violated, because of
which we request the investigation and condemnation of this barbaric act; that the release
of prisoners be requested and the women and children who are still being attacked in their
homes by the government mobs be respected.
The Cuban Conference of Bishops has petitioned the Cuban government for a wide
investigation about the sinking of the tugboat listed above.
US. Congressmen Dr. Lincoln Díaz Balart, Mrs. Ileana Ros Lehtinen and Roberto Menéndez
have asked the United Nations to open an investigation about the sinking of the above
mentioned tugboat and the UN, paying attention to the petition forwarded by the US.
Government, has agreed to open an investigation about this case.
The Government of Spain asked the Cuban regime for an exhaustive investigation to
determine responsibilities against those guilty of the sinking of the tugboat "13 de
Marzo", as well as their accomplices. It has been learned that Captain Jesús
Martínez was the most aggressive person in that incident; he must be prosecuted and
punished.
Representative Dan Burton, chairman of the Foreign Relations sub-committee in the US.
House of Representatives, had a hearing on January 25, 1996, about the sinking of said
tugboat, in which the horrible crime was proven as committed by the totalitarian Cuban
regime, through survivors' testimonies, documents and other evidence.
Through our appearance and denouncements, the Inter-American Commission on Human Rights
(CIDH) officially and formally initiated a case, entitled "THE CASE OF THE TUGBOAT 13
DE MARZO", whose condemnatory resolution will be published very soon, because of the
irrefutable denouncements and evidences that are in its possession.
CRIMINAL SHUTDOWN OF TWO CIVILIAN SMALL PLANES ON INTERNATIONAL WATERS, EXECUTED BY THE
COMMUNIST CUBAN REGIME, ENTAILING THE PREMEDITATED AND TREACHEROUS MURDER OF FOUR
CUBAN-AMERICAN PATRIOTS OF THE AMERICAS
The horrible crime performed by the Cuban totalitarian regime has shaken the Americas
and the civilized world, because of the murder on international waters of our heroic and
martyred compatriots, Armando Alejandre Jr., Carlos Acosta, Mario de la Peńa and Pablo
Morales, members of the organization "Brothers to the Rescue", devoted to the
humanitarian task of saving the lives of men, women and children in the waters of the
Florida Straits. That blatant violation of human rights has received the repulse and
condemnation of the international community.
The Inter-American Commission on Human Rights (CIDH) through our denouncement and others,
has opened a summary under Case No. 11589 - CUBA - Armando Alejandre Jr. et al.
It has also been denounced before the United Nations' Human Rights Commission at Geneva.
The evidence is so clear and conclusive that, after the pertinent legal processing, the
communist Cuban regime will be condemned for this blatant violation of human rights.
We formally petition this XXVI General Assembly that, with the convincing evidence that it
has in its possession, both the Assembly and each of its member nations will condemn
through an unanimous declaration, both the crime committed with the intentional sinking of
the tugboat "13 de Marzo" and the shutdown of the civilian planes on
international waters and the murder of their four crew members, heroes and martyrs of the
Americas.
THE SIGNATURE AND RATIFICATION OF THE TREATY OF TLATELOLCO AND THE NUCLEAR SUBMARINE
BASE AT CIENFUEGOS (CUBA).
The Delegation of the Cuban Patriotic Board in the Washington Metropolitan Area has
reiterated before the official, diplomatic and political organizations in Washington, that
the communist totalitarian regime of Cuba had not ratified the TREATY OF TLATELOLCO ON
PROSCRIPTION OF NUCLEAR WEAPONS IN LATIN-AMERICA AND THE CARIBBEAN, that was approved in
1967, because as a satellite of the Soviet Union it permitted that the Soviets installed
atomic weapons on Cuban territory, which originated the only nuclear crisis in history,
that could have brought about a catastrophe if the Soviets had proceeded as Castro had
requested: The first atomic war in history. Besides, Castro exposed the Cuban
people to atomic annihilation in his effort to serve the interests of an extra-continental
power (the Soviet Union) and thus serve the INTERNATIONAL COMMUNIST GEOSTRATEGY.
As we have stated, that allowed the Soviet Union to build and maintain (yesterday the
Soviets and now the Russians) the naval base for nuclear submarines at Cienfuegos, Cuba,
that has been visited by Soviet nuclear submarines and now the Russian ones, to load
supplies and get repairs, until this year 1996.
We have denounced that such base has not been dismantled; thus, even if the totalitarian
communist regime of Cuba would have signed the Treaty of Tlatelolco, if it does not ratify
it and does not dismantle the submarine base, it would be one more deceit.
The Soviet Union then, and Russia now, have provided satellite Castro with a wide variety
of MiG-23 and MiG-27 warplanes, over 300 of them, capable of transporting nuclear
warheads. The MiG-27's have a longer reach and are much more dangerous, as offensive
weapons, than the IL-28's that were in Cuba and brought about the nuclear missile crisis.
There are now more than 300 of those MiG warplanes in Cuba.
Besides, there are over 12 Bear-F TU-95 bombers there. These are anti-submarine warfare
planes and capable of attacking targets on land and sea. The Russians have permanently
left these bombers in Cuba, what for? The Russians have also built eleven airports for war
bombers, and continue to maintain them. Who manages these airports? The Russians.
It has been verified that nuclear submarines Echo and Golf have visited Cuba in several
opportunities. In 1985, a Soviet flotilla capable of carrying nuclear missiles was
carrying out exercises in the Caribbean. This action directly threatened the oil fields in
Venezuela and Mexico. It was also a threat for the other countries in the Americas. There
is no guarantee that those submarines are not visiting anymore their base at Cienfuegos.
The base is still there, and everything is ready to be able to perform nuclear exercises
in the Caribbean and the Straits of Florida. On this year 1996, the Russian submarines
have continued to visit their base at Cienfuegos, Cuba.
US. Senators Steve Symms, James A. McClure and Jesse Helms timely made the denouncement of
that Soviet presence in the Americas, in the floor of the US. Senate and it was published
in the Congressional Record. At that time, nobody denied that such a danger did not exist.
The danger is the same today, because those weapons have not left Cuba. It would have to
be verified, and evidence up to date confirms it.
We have also denounced that Castro's accomplices in the Americas had told him that one of
the basic requisites to try to return his communist regime to the Inter-American System
and the OAS, was that he had to sign the Treaty of Tlatelolco. He has already signed it.
He has pleased his accomplices and that is why we have denounced that maneuver, but he has
not ratified it; thus, it is not in force for Cuba; in order for it to be in force, he
must ratify it, and submarines are still being supplied at the Cienfuegos Nuclear
Submarine Base in Cuba. That base must be dismantled; inspection in situ must be performed
all over Cuba, and not only to determine that the submarine base has been dismantled and
that the Russian military have left Cuba, but also and especially that there are no
nuclear weapons in Cuba now, in any of the many caves or tunnels that the regime has built
all over Cuba, with totally and absolutely warlike purposes.
There have been sightings of Russian nuclear submarines roaming the shores of the United
States of America.
And even if the Marxist-Leninist does all of the above, it could not return to the
Inter-American System and the OAS either, because it is completely incompatible with both
and because it represents the COMMUNIST GEOSTRATEGY IN THE AMERICAS, and the
COUNTER-CULTURE that is intent upon destroying our JUDEO-CHRISTIAN CULTURE.
RUSSIAN AMBASSADOR TO THE OAS RATIFIES THE PETITION FOR THE RETURN OF THE CUBAN
COMMUNIST REGIME INTO THE OAS.
With an absolute political cynicism, and following the instructions of the Russian
Metropolis, the Russian Ambassador to the OAS has publicly stated, after an intense
lobbying in Washington, that the totalitarian communist regime of Cuba must be re-admitted
to the Inter-American System and the OAS, proclaiming the end of the Cold War and the
alleged right that they have for this return.
It is eloquent and highly significant that it has precisely been the Ambassador who
represents the Russian Empire, who has made these statements, which undoubtedly ratify the
linkage of the totalitarian communist regime of Cuba with the GEOSTRATEGY of international
communism and its objectives to penetrate the political, economical and social structures
of the Americas in order to subvert them. This is a convincing evidence of the
geostrategic vinculum of international communism in the Americas.
This alone would be sufficient, if no more proof and juridical and institutional
impediments existed, to maintain the incompatibility of that Marxist-Leninist regime with
the Inter-American System and the OAS.
We do not believe that the most exacting or most accomplice of the American States with
that regime would have the audacity and cynicism of attempting to infiltrate the Trojan
Horse into the OAS, because that would be, aside of a treachery against the ideals, values
and principles of our American Continent, an unprecedented infamy in our history.
We refuse to believe that the nations of the Americas, the legitimate heirs of Simón
Bolívar, José Martí, Benito Juárez, San Martín, Artigas, O'Higgins, José Cecilio del
Valle, Morazán and other illustrious men, would be capable of throwing mud at the history
of the Americas and sending a frustrating and negative message to the rest of the world,
with which the Americas would lose, among other titles, that of "The Continent of
Hope".
THE CUBAN COMMUNIST REGIME CONTINUES TO ASSIST INTERNATIONAL TERRORISM
In the official report from the United States government, issued by the Department of
State, several countries are accused of being involved in aiding and abetting terrorism in
the world, among them especially Cuba. This statement/denunciation condemns Cuba, and it
was issued on April, 1996.
CASTRO REITERATED ON MAY DAY THAT CUBA WILL CONTINUE TO BE SOCIALIST AND COMMUNIST
In the political march of May Day in Cuba, before thousands of Cubans, Castro stated
that "Cuba would continue to be socialist and communist, and that there shall be no
changes in Cuba".
THE US. SECRETARY OF DEFENSE, WILLIAM PERRY, STATED THAT "THERE PERSIST THE
THREATS AGAINST DEMOCRACY IN THIS HEMISPHERE"
He stated during a symposium about LATIN-AMERICAN STRATEGY that gathered several
representatives of the governments of this Hemisphere, that "THERE PERSIST THE
THREATS AGAINST DEMOCRACY IN THIS HEMISPHERE". He added that "FREEDOM IS ALWAYS
THREATENED, NOT ONLY BY COMMUNISM, BUT INCLUDING BY COMMUNISM". We underline this to
prove the presence, force and geostrategy of communism in this Hemisphere.
CASTRO ALSO STATED ON MAY DAY IN HIS SPEECH: "WE ARE VERY SATISFIED OF BEING
CALLED INTERNATIONALISTS, SOCIALISTS AND COMMUNISTS".
With that, he ratifies what we have denounced about the geostrategy of international
communism based in Cuba, to penetrate and subvert all of the Americas, North, Central and
South. He emphasized that the policies of the United States were increasingly crazy,
stupid and confused".
This reiterates the internationalist ideological policies of communism, and it closes, for
the time being, the doors to negotiation and dialogue.
THE DEFENSE AND PRESERVATION OF THE ENVIRONMENT IS A WORLDWIDE PRIORITY, BUT IT HAS
BEEN DESTROYED IN CUBA
The largest assembly held in the world to preserve and defend the environment, in Rio
de Janeiro, Brasil, focused upon this priority as the slogan for the 21st. century.
Despite the efforts carried out and the documentation and evidence contributed about the
decay and destruction of the environment, they stumbled upon big obstacles because of the
irresponsible policies of several countries that are quickly contributing to the
destruction of the environment.
Among the countries that are irresponsibly and criminally contributing to that, today's
Cuba stands out as a negative example.
It was proven in that assembly that there has been in Cuba a massive and progressive
destruction of the environment, with no solution in sight for this serious problem while a
totalitarian, irresponsible and slothful regime will be in power in Cuba that destroys the
environment. Cuba is a part of the Americas and these must be protected and defended in
each part of the whole; otherwise, the Americas would be incomplete.
RESURGENCE OF THE RUSSIAN EMPIRE (FORMERLY SOVIET EMPIRE) AS AN EVIDENT REALITY
It is not a secret for anyone nowadays, in 1996, that there are very powerful forces
moving in what was the former Soviet Union, with the unconcealable purpose of maintaining
the SOVIET EMPIRE under a different name.
It must be pointed out, for the naďve and the useful idiots, that events in the Soviet
Union could not achieve the total destruction of the Soviet Empire, but only the change of
name and the adjustment of structures, among other evidence because:
A - The armed forces of the Soviet Union have been kept intact.
B - The KGB changed its name, but its functional and administrative structures are the
same, albeit restructured. (Its notorious chief, Primakof, has been promoted to the
position of Minister of Foreign Relations and his influence has increased).
C - No member of the Soviet Armed Forces nor any member of the KGB have been prosecuted or
convicted for their flagrant violations of human rights and crimes committed in other
countries, an eloquent proof of the geostrategic permanency of the communist old guard at
the controls of the empire, then Soviet and now Russian.
D - The defensive and offensive nuclear policy has continued and it is being enhanced.
Russian nuclear submarines have returned to their former Soviet base at Cienfuegos, Cuba,
and they have been seen roaming the United States shores.
E - Cuba continues to be the base for that empire in the Americas. The relationship
between the Cuban totalitarian regime and the Russian Empire has continued unabated; the
electronic espionage base at Villa Lourdes, La Habana, Cuba, the largest and more
important Russian base outside of its territory, continues to operate with hundreds of
Russian military personnel.
F - The nuclear plant at Juraguá, near Cienfuegos, Cuba, continues being built with the
total support from Russia. Only the appearances have changed and perhaps the names, but
the relationship of the warlike apparatus and the geostrategy is still in force.
THE WEAKENING OF THE DEFENSES IN THE AMERICAS
A remarkable trend towards weakening has been detected, slowly but progressively, in
the defenses of the Americas, to confront those who are undermining the foundations of
democracy and freedom in the whole of the Continent. It would be too lengthy to enumerate
all symptoms, covert and secret expressions that are being utilized; we are only going to
point out, as examples, perhaps the most outstanding:
FIRST: Since the Cold War is over and communism is finished, we must switch
defensive expenditures to solve social and humanitarian problems. This is false: The Cold
War has not ended in the Americas and communism is not finished; it is alive and well in
many countries and it has been ratified in Cuba by the representatives of the regime, the
Castro brothers.
SECOND: The quantities and warfare capabilities of the armed forces of the Americas
must be diminished; it would suffice to have well-trained police forces, since there are
no external enemies to fight and the internal ones are under control. This is completely
false: Subversive activities continue unabated all throughout the Continent.
THIRD: The Inter-American Defense Council must be dismantled, since its
"raison d'ętre" is gone; it was a product of the Cold War, and since the latter
is finished, let us also put an end to those organisms that were born as a response to
that threat, but the threat no longer exists. Also false: That Council has a high and
responsible function to perform.
FOURTH: We must eliminate or eviscerate the MUTUAL ASSISTANCE TREATY, OR RIO
TREATY, that was a genuine product of the Cold War. Since the latter has ended, so must
the Treaty be put to rest. Another falsehood: The Rio Treaty transcends the Cold War; the
enemies of the Americas are still at work, thus the Treaty is a necessity yet.
FIFTH: Since Marxist-Leninist communism or socialism is dead, let us not talk about
the dead any more; the dead are only mentioned by their afflicted kinsmen. Every reference
to that "obsolete ideology" must stop; it is better for historical museums than
for the political reality of the Americas. False again: "The dead bodies of those
whom you killed are still in good health". Communism is "alive and well"
nowadays in the Americas.
SIXTH: We must amend the OAS Charter to adapt it to the new directions of the
Organization, in view of the end of the Cold War; the OAS was created in Bogotá en 1948,
in the height of the Cold War and as a response to its challenges to the Inter-American
System. Another falsehood: The attempt to reduce the historical role of the OAS; to
castrate it to make it ineffective, despite the fact that it is now more necessary than
ever, would be a case of irresponsible myopia, and also being an accomplice to the forces
struggling against the Americas.
SEVENTH: We must proclaim a lofty, noble objective to attract and gain sympathies
from all. This is promoted in order to cover up, rather than selecting, the INTEGRATION OF
ALL STATES OF THE HEMISPHERE WITHIN THE INTER-AMERICAN SYSTEM AND THE OAS. THEY COULD THUS
BRING BACK THE CASTRO TOTALITARIAN, ANTI-DEMOCRATIC SOCIALIST-MARXIST-LENINIST REGIME INTO
THE OAS, WITHOUT RAISING ANY SUSPICIONS.
WHAT A MONSTROSITY! The peoples of the Americas are raising to confront that ignorance. We
cannot commit such an ignominy.
GEOPOLITICS AND GEOSTRATEGY IN THE AMERICAS: CHALLENGE AND DANGER
GEOPOLITICS and GEOSTRATEGY are fundamental factors to consider, because of the danger
they pose for the security of the Americas, for peace and, in our concrete case, for the
freedom of Cuba. That danger is in force and the peoples of the Americas must be alerted.
There is an event of the utmost importance, an undeniable one, in the recent history of
the Americas, that constitutes a challenge and a serious danger for the whole of the
Americas: THE UNDENIABLE PRESENCE OF RUSSIAN GEOSTRATEGY AND OF THE
SOCIALIST-MARXIST-LENINIST MOVEMENT IN THE AMERICAS, disguised and covert, with a
political metamorphosis that deceits the naďve, useful idiots and inept leaders. All of
this has created a POLITICAL DALTONISM, INTRODUCING CONFUSION BETWEEN GREEN AND RED IN THE
POLITICAL REALM.
The presence of the geostrategy of the Russian sphere and of Marxist-Leninist socialism in
the Americas is axiomatic; to prove it, it would suffice, should any naďve person deny
it, to analyze with no ideological prejudices nor any pink lenses, the present reality of
Cuba, and the guerrilla and terrorist subversion in some countries of the Americas.
Once the Second World War ended, in which the Soviet Union was saved from total
destruction at the hands of the Nazi hordes by the United States in the very first place,
and by Great Britain, France and the Western Allies, the naďve leaders of the free world
erroneously thought that they had an ally in the Soviet Union. Those leaders were totally
ignorant about what Marxism-Leninism was and is: Marxist-Leninist socialism and its true
objectives of world domination, with its tragic imperialistic Utopia. And they gave it one
half of Europe and the Eastern European countries, thus committing an unpremeditated
crime, with the concurrence of malice in some and guilt in all. The world has had to pay,
and it is still paying in Cuba and other countries, an extremely high price for that
serious mistake.
The Soviet Union, recovered from the cataclysm thanks to the aid of its Western allies,
begins the Cold War precisely to finish up their benefactors and naďve allies, in order
to establish world governance under communism, directed and controlled by the Soviet Union
from Moscow.
Besides its expansion and consolidation in Europe and its invasions of Poland, Hungary,
Czechoslovakia, Eastern Germany, its threats against Berlin, etc., it drew its strategy to
dominate the Western Hemisphere: Latin-America, the Caribbean and, after finally
surrounding the United States, sending it the surrendering ultimatum. That is why the
Soviet base in Cuba was installed.
The Americas noticed the danger and, albeit it counted upon the Monroe Doctrine, that was
useful on the last century, it needed new juridical, political and military instruments to
face the Soviet infiltration that had already its fifth columns in all of the American
countries, including the United States; they approved in 1947 theTreaty of Mutual
Assistance, known as the Treaty of Rio; it created the Organization of American States
(OAS); in 1948, it enacted the American Declaration of the Rights and Duties of Man in
Bogotá, where the Soviet Union and its minions, such as Fidel Castro and his allies,
traveling companions and the "inept bourgeoisie" were going to help thwart the
Inter-American Conference and to spoil its objectives. The "Bogotazo"
interrupted it, but it could not impede that the Americas would attain the objectives that
had been proposed for their defense.
The military also got ready through the Inter-American Defense Council.
Despite all of this, there was not then in the Americas, nor there is today either, a true
awareness of the danger that then represented and still represents a "tragic
Utopia" which, in spite of the disasters endured, refuses to disappear, albeit it may
undergo a metamorphosis and a change of name, and also add some objectives for popular
acceptance to its hidden expansion and domination goals. Communist penetration and force
of communism is still alive in the Americas; either we confront it for the danger that it
represents, or it will take hold of power in other countries of the Americas, as it did in
Cuba.
In the case of Cuba, the Soviet strategy had established a political, misinformation and
demagogic infrastructure, that worked with a chronometric perfection, as it is doing in
other countries of the Americas. This same procedure is being utilized nowadays in the
whole of the Americas.
It would be too extensive to explain here how the political, ideological, moral, spiritual
and military structures were gradually destroyed, how defenses are destroyed upon the
surreptitious advancement of the former Soviet imperialism, now Russian, and of the
international Marxist movement.
All of that is recent and sufficiently known history, but we must underline some facts to
corroborate how the delivery of Cuba to Soviet geostrategy was gradually established
vis-a-vis the evident political inability of those called to prevent it.
Communism set the bases, not to overthrow the government that existed then in Cuba, but to
change the political, social, economic, religious and ideological structures; to break all
GEOPOLITICAL link of Cuba with the Americas in the first place, and especially with the
United States, against which they declared war from the beginning. It was a fight, the
communists said, against Yankee imperialism; they had to vanquish the United States in
order to subjugate all peoples of the Americas.
Alarm rang all over the continent: The Soviet Union had penetrated the Americas and
establish a base; they infringed upon the Monroe Doctrine, the Treaty of Rio, the OAS'
Charter and the values and principles on which the Inter-American System rests. That was
why in 1962, at Punta del Este, Uruguay, the Marxist-Leninist doctrine was declared as
incompatible with the Inter-American System, and any government that would identify itself
with that doctrine, would ipso facto be put out of the Inter-American System. Castro's
Marxist-Leninist government was left out of the System, but not the Cuban State, which
continues to be a part of the OAS and the Inter-American System.
The US. Congress approved in January of that year the Joint Resolution known today as
"Cuba-Symms Resolution". All was ready to eliminate the Soviet Base and put an
end to the geostrategy. But the Soviets, in connivance with the national sepoys, brought
atomic missiles to Cuba and then the Missile Crisis, in which, as it has been proven,
Castro and his gang risked the annihilation of the Cuban people in an atomic war to serve
the geostratetic interests of the Soviet Union. The so-called "Kennedy-Khrushchev
Understanding" consolidated the Soviet geostrategy and guaranteed the stay of Castro
and his communist regime in power until our days, since Kennedy obliged himself and the
United States to not invade communist-subjugated Cuba, nor allow anyone to invade it.
In this latter stage of the process, we must point out that Castro and his allies in
Russia and the Marxist-Leninist-Socialist area, China, North-Korea, Viet Nam, etc., are
keeping Cuba within the framework of geostrategy now with an absolute impossibility that
the Castro totalitarian regime will return to its geopolitics in this Hemisphere.
The allies of Castro's totalitarian regime, the servers of the communist geostrategy,
continue ignoring this reality and perform "efforts" with an evident political
inability, to try to bring Castro and his government back into the Cuban geopolitics, to
which Cuba naturally belongs, but it so happens that the struggle for world domination by
communism has not come to an end; the Cold War is in force in the Americas while Cuba,
with Castro in power, will continue being a base of the enemy's geostrategy.
Castro and his allies and servers want to achieve, from the geopolitical area to which
Cuba belongs, to have all obstacles removed so the enemy's geostrategy can function
better; among those obstacles there is the removal of the embargo by the United States to
the Castro government, not against the Cuban people; that he be given access to loans from
the International Monetary Fund, the World Bank and the Inter-American Development Bank, a
similar policy to that which is being carried out regarding Viet-Nam. These allegations
have now been updated in the Americas, in this year of 1996.
If the same ones who contributed to the fact that the Soviet Union, with the complicity of
Castro and his allies in Latin-America and the United States, established a Soviet base in
Cuba and utilized it in its geostrategy for world domination, would succeed in their
attempt, Cuba will not be free and the danger of communist geostrategy will threaten all
peoples in this Hemisphere. The Americas will be in the most serious danger in all of its
history.
That is why our struggle today aims to put an end to the Marxist-Leninist-Socialist
geostrategy and to the elimination of Castro and his regime, in order to restore Cuba to
its geopolitics, its freedom and its democracy.
Should any naďve person still harbor any doubt, this has been totally and absolutely
dispelled with the official statements by the communist regime of Cuba in March and April
of this year 1996, and in the official statements of the Cuban Communist Party.
CUBA: A MILITARY, SUBVERSIVE, IDEOLOGICAL, ECONOMIC AND TERRORIST BASE OF GEOSTRATEGY
TO SUBVERT AND INFILTRATE ALL OF THE AMERICAS
The following is necessary because of its enforcement and actuality, and the
verification we have had about it in this year 1996: The overt and covert agreements and
covenants between the satellite regime, between the base that Cuba is, with Russia and the
countries in the communist camp, are undeniable; some have been published and others are
known through sources to which entire credit is due. Let us see some background and facts:
A. There are still in Cuba thousands of Russian and communist-country military, some
disguised as military "advisers", others as diplomatic technicians, businessmen,
sportsmen, professors, intellectuals, etc., covering up their geostrategic work in the
center of the Americas.
B. There is, at La Habana, Cuba, the electronic espionage base installed by the Soviets
and now managed by the Russians, in which there are thousands of military personnel and
technicians. This is the most sophisticated electronic base in the world outside of the
former Soviet Union, now Russia. What is that base doing there, if as it is affirmed by
the naďve, the Soviet Union has already disappeared and communism is dead? Neither you
nor us have attended its funeral, nor do we know where it has been buried. Let us remember
the Don Juan play: "THE BODIES THAT YOU KILLED ARE IN GOOD HEALTH". We will not
have to wait very long for the Americas to hear the noise and destruction of their active
presence, a "progressive revolutionary" one, as they say. This time in the
defense of the poor, the indigenous, the marginated, the unemployed, the socially
resentful (who are worse than the communists, if it is possible to have anything worse
than that "TRAGIC UTOPIA" that has done so much harm to the world and that
"has returned peoples to stages that are not recalled by the history of
mankind"). In the case of Cuba, it has retrogressed to the worst days of the colonial
times, not only in the economic and social orders, but principally in the ethical, moral,
spiritual aspects, where destruction is almost complete. This is a reflection of the
systematic destructive work of anthropocentrism, an ideology devoid of God.
C. There is the nuclear submarine base at Cienfuegos, Cuba. Atomic submarines have been
resupplied and repaired in this year of 1996, and it is in a working condition. How many
"technicians" continue to operate it? Why has it not been dismantled? Let us not
be told, to alleviate our uneasiness, that said nuclear submarine base is ineffective and
that it poses no danger whatsoever. Should it be like that, why do they not dismantle it
and leave? The latest statements from the Russian high command, and the evidence that
exists, confirm that Russian nuclear submarines have sailed near the United States shores
during these five months of 1996.
D. Cuba is the base for a MATERIALIST AND ATHEIST IDEOLOGY AND FOR AN EXTRA-CONTINENTAL
POWER. Both the Monroe Doctrine, the Mutual Assistance Treaty, the Treaty of Rio, the OAS'
Charter and multiple agreements and resolutions which are in force in the Inter-American
System and the OAS, categorically denounce and oppose the intervention by an
extra-continental power in the internal affairs of the Americas, let alone the possession
of a base, as it happens nowadays with Russia and the communists in Cuba. That was also
the doctrine of Simón Bolívar, James Monroe, José Martí and the exalted leaders of the
Americas. This is a challenge to this Assembly and to all of the Americas. We cannot dodge
our historical responsibility in 1996. We cannot "stick our heads in the sand".
E. THE NUCLEAR PLANT AT JURAGUA, CIENFUEGOS, CUBA. Despite all warnings of the
danger that such a nuclear plant poses, Russia has signed in 1996 an agreement with
Castro's satellite regime to continue building that plant, at a time when other similar
plants have been discontinued in Russia itself, since Russian technology does not offer
the necessary safeguards, nor allows the inspection by world specialized nuclear
organizations. How many Russian military personnel and "technicians" are there?
It is not only the Cuban people who is endangered, but also the countries in the
Caribbean, Central-America and the United States. It constitutes a potential disaster in
the Americas. We cannot allow in silence that such a real danger will continue. We are all
responsible for the disaster that could take place there.
F. PUBLIC GEOSTRATEGIC AGREEMENT BETWEEN RUSSIA AND CUBA. This has been recently
publicized, in the Americas and the world, under the guise of an ECONOMIC AGREEMENT. A
company named RUSCUBA has been organized, and it has thus been publicized around
the world. The advertisement says that the Russians want to use the Cuban strategic
position to enter the economic market in Latin-America. But it has been found that such
economic enterprise is no more than a smoke screen created by the MOSCOW WORLD COMMUNIST
STRATEGIC CENTER, in order to keep their geostrategic base in Cuba and infiltrate the
Americas. The very organizers of that entity have been forced to admit that they are not
worried by financial losses derived from the operations of that concern, but the military,
subversive and ideological objectives that they might achieve for the operation of their
geostrategy in Cuba and the Americas. All of this has been documented and proven. This
OAS' General Assembly has been challenged and has the indeclinable duty of facing and
denouncing it.
G. A SOLIDARITY MEETING HELD AT LA HABANA, CUBA, ON THIS YEAR
During this year, and as a continuation of the known meetings of the so-called
TRI-CONTINENTAL, and of the LATIN-AMERICAN SOLIDARITY ORGANIZATION (OLAS in Spanish), a
solidarity meeting has been held at La Habana, Cuba, attended by over one thousand
delegates from all subversive movements in the Continent of the Americas, including the
United States. There were delegates from the urban and rural guerrillas, terrorist
organizations, front organizations, "For Peace and Democracy"; there were those
who attended the Forum at Sao Paulo, Brazil. All of that terrorist and subversive
apparatus revolves around the RUSSIAN GEOSTRATEGY AND THE INTERNATIONAL COMMUNIST
MOVEMENT. The decision adopted there was attacking power, either through forcible
elections or through raw force. In both cases, it is a danger and a challenge for all of
Latin-America and even the United States. The immediate result of that assembly of
revolutionary violence would be interrupting the democratic process in Latin-America and
thwart the foundations of economic and social development in order to create a propitious
environment for protest, rebellion and "liberating revolution", as they so
successfully did in Cuba, which serves them as an example, if the present leaders of the
Americas would lack the political capability and experience that they should have derived
from the Cuban case. These subversive plans demand a suitable response from this XXVI
General Assembly of the OAS. In view of that challenge, what is your response?
H. THE CHIEF OF THE NORTH-KOREAN ARMED FORCES PAYS A VISIT TO CUBA
Last year, the Chief of the North-Korean Armed Forces secretly visited Cuba, but we
learned of his presence there through reliable sources and denounced it; however, very few
took notice of that visit. After the visit of this sinister character to Cuba, a military
mission from his country also visited Cuba. Why did these undesirable characters go to
Cuba? We all know already that North-Korea has atomic bombs and the capability of
transporting them several thousand miles away. We know that both Castro and his minions
and these characters from North-Korea lack moral scruples and humanitary feelings, and
that they could be capable of risking their peoples with nuclear annihilation to serve
political, ideological and power-hungry interests. The leaders of the Americas have the
floor vis-a-vis that danger; we are already in the fighting front; we do not have to ask
permission from anybody to exercise our belligerence in the defense of our people, that
risks so many dangers. Subversive relations between North-Korea and Cuba have been renewed
in this year 1996.
I. CASTRO IMPERILED THE CUBAN PEOPLE WITH NUCLEAR EXTERMINATION
It is a known, verified and undoubted fact that Castro, in order to serve the
then-Soviet Union and the international communist bloc, exposed the Cuban people to the
possibility of nuclear extermination. It is evidenced through the letters sent
between Castro and Nikita Khrushchev, in which Castro tells Khrushchev literally that
"the Cuban people is willing to sacrifice, including the nuclear annihilation
(textually) to serve the interests of the socialist camp and especially those of the
Soviet Union". What is your opinion about this, Honorable Ministers of Foreign
Relations and Honorable Ambassadors? Would you like to have for your respective nations a
totalitarian paranoid tyrant, likely to expose your peoples to disappear in a nuclear
annihilation to serve alien interests, foreign to your peoples, without their consent?
This was a reality in the Americas that nobody would dare to deny now, and it could be a
reality today if the relations between Castro and North-Korea, for example (or with any
other nuclear power) would result in another introduction of atomic weapons in Cuba.
Remember the NUCLEAR MISSILE CRISIS IN CUBA. That was the worst nuclear crisis in this
century, provoked by Castro in Cuba, in the heart of the Americas, and the danger still
remains there. That is why we are requesting your cooperation and the enforcement of all
covenants, pacts, agreements and resolutions that we have signed with you when Cuba was
free. Your States freely signed, but were bound by the pact, as it was stated by the
father of International Law, Father Francisco de Vitoria. Neither the objectives nor the
possible consequences of that nefarious agreement listed above have changed in 1996.
INSTITUTIONAL AND HUMAN VIOLATIONS OF HUMAN RIGHTS IN CUBA
Let there be in the first place, the INTER-AMERICAN COMMISSION ON HUMAN RIGHTS (CIDH),
and not we, who will appear and testify before this OAS' General Assembly, the maximum
organism. Let they be, in their 1996 ANNUAL REPORT, the ones who after having condemned
the totalitarian and anti-democratic regime of Cuba, will report how human rights are
violated in Cuba, and how the "BENEDI DOCTRINE" is proven and justified about
those VIOLATIONS IN THEIR DUAL DIMENSION: (A) INSTITUTIONAL, and (B) HUMAN.
In the press release from the Inter-American Commission on Human Rights (CIDH) upon ending
their latest period of sessions, they render an account of their work and announce the
violations of human rights in Cuba that will be included in the above listed Annual
Report, whereby it is verified that Dr. Claudio F. Benedí has appeared before the
Commission on behalf of free Cubans.
The Commission underlines in a previous press release the following, that we copy to
maintain the historical sequence:
"REGARDING CUBA, THE COMMISSION STATES ITS GREAT PREOCCUPATION FOR THE CONDITION OF
HUMAN RIGHTS IN THAT COUNTRY, SINCE THERE ARE MAINTAINED THE TWO CHARACTERISTICS THAT
IMPEDE THE ENFORCEMENT OF CIVIL AND POLITICAL RIGHTS: CONCENTRATION OF POWER IN A SMALL
GROUP OF PERSONS AND NON-EXISTENCE OF A STATE OF LAW. PERSONS DO NOT HAVE IN CUBA
THE RESOURCES THAT COULD PROTECT THEM AGAINST THE ARBITRARINESS THAT THE STATE COULD
COMMIT. THE REPRESSIVE CONTROL EXERTED BY THE STATE APPARATUS THROUGH THE SECURITY
ORGANISMS AGAINST SECTORS NOT LINKED TO THE REGIME HAS TRANSLATED, AS IN PREVIOUS YEARS,
INTO REITERATED VIOLATIONS OF HUMAN RIGHTS".
From the well-documented and extensive list of violations of human rights committed in
Cuba, comprised in the Annual Report of the Inter-American Commission on Human Rights,
1993 and 1994, we will only point out these eloquent and defining paragraphs about the
violations of human rights in Cuba, which violations are still occurring and have extended
into 1995 and 1996; they are, therefore, in force and current. They literally read:

1. BACKGROUND
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS HAS CONTINUED TO OBSERVE WITH A SPECIAL
ATTENTION THE MANNER IN WHICH THE CONDITION OF HUMAN RIGHTS HAS EVOLVED IN CUBA DURING
YEAR 1993. THIS SECTION HAS AS ITS PURPOSE THE UPDATING OF INFORMATION THAT HAS BEEN
CONSIDERED BY THE COMMISSION IN THE RESPECTIVE SECTIONS OF ITS ANNUAL REPORTS AND IN THE
SEVEN SPECIAL REPORTS.
THE INFORMATION AVAILABLE TO THE INTER-AMERICAN COMMISSION DURING THE PERIOD COVERED BY
THE 1993 ANNUAL REPORT ALLOWS IT TO CONSIDER THAT THE CONDITION OF HUMAN RIGHTS IN CUBA
HAS EXPERIENCED SCANT CHANGES REGARDING THE PREVIOUS YEARS. THE TWO CHARACTERISTICS ARE
MAINTAINED THAT HAVE ORIGINATED THE LACK OF ENFORCEMENT OF CIVIL AND POLITICAL RIGHTS:
CONCENTRATION OF POWER IN A SMALL GROUP OF PERSONS AND THE NON-EXISTENCE OF A STATE OF
LAW, SINCE INDIVIDUALS ARE DEPRIVED OF RESOURCES THAT WILL PROTECT THEM AGAINST THE
ARBITRARINESS THAT THE STATE MIGHT COMMIT. THUS, THE DECAY OF LIVING STANDARDS AND THE
REPRESSIVE CONTROL EXERTED BY THE STATE THROUGH SECURITY ORGANISMS AGAINST SECTORS NOT
AKIN TO THE REGIME, HAS TRANSLATED INTO REITERATED AND CONSTANT VIOLATIONS OF HUMAN
RIGHTS. HENCE THAT ALL THESE FACTORS, COUPLED WITH A SERIOUS ECONOMIC AND SOCIAL
CRISIS, PERMIT TO CONSIDER THAT THE NEGATIVE PREVAILING CIRCUMSTANCES WILL TEND TO WORSEN.
IN EFFECT, THE INCREASED REPRESSION AGAINST ALL FORMS OF INDEPENDENT ORGANIZATIONS BY THE
GOVERNMENT OF CUBA AND THE MOST SERIOUS DIFFICULTIES OF AN ECONOMIC NATURE THAT THE CUBAN
PEOPLE IS GOING THROUGH, HAVE BROUGHT ABOUT SITUATIONS, THE EVOLUTION OF WHICH FORETELLS
AN INCREASED DECAY OF THE CUBAN SOCIETY AT LARGE, AND OF THE HUMAN RIGHTS CONDITIONS
ESPECIALLY". All of this is an execrable reality, that demands by itself your
consideration and condemnation. Nothing has changed, but violations of human rights have
worsened in Cuba in this year of 1996. You have the evidence; it has been publicized, in
the Americas and the world.
THE ILLEGALITY OF THE SO-CALLED "SOCIALIST LEGALITY"
We have attained to have publicly declared, by human rights organisms in the Americas
and Europe, THE ILLEGALITY OF THE PRETENDED "SOCIALIST LEGALITY", because we
have been able to prove that it is intrinsically ILLEGAL, and that it is maintained as an
inseparable part of that totalitarian communist regime.
Among many other evidences of the ILLEGITIMACY, which are plentiful, irrefutable and real,
let us only mention some, as the following:
A. That it does not come from the free assent of the governed, neither the Constitution
nor the laws, or from any other allegedly "legal" provision within the
parameters of the so-called "SOCIALIST LEGALITY", thus violating the laws and
the legality recognized and established in the Western World.
B. That it has no foundation in natural law; it not only ignores the latter, but also
denies its existence, which constitutes the climax of the ideological aberration and the
greatest lack of legality.
C. It violates human rights in its dual dimension: INSTITUTIONAL VIOLATION AND HUMAN
VIOLATION, as we have documented and has been recognized by the Inter-American Commission
on Human Rights and the United Nations' Commission on Human Rights.
THERE IS THE UNUSUAL AND INCREDIBLE PARADOX IN CUBA THAT HUMAN RIGHTS ARE VIOLATED IN
ACCORDANCE WITH THE "SOCIALIST LEGALITY", THAT IS, IN THE TOTALITARIAN AND
ANTI-DEMOCRATIC REGIME IN CUBA IT IS "LEGAL" TO VIOLATE HUMAN RIGHTS, which is a
total denial of the law, a juridical aberration.
Let us give only an objective and clear example: If one or more Cubans gathered to print a
newspaper or magazine, they would be immediately imprisoned and sentenced, because the
"socialist legality", in its "constitution", says that it is only the
STATE who has the right to publish newspapers and magazines; thus the right of free
expression of thought and the freedom of every journalist or publisher to print newspapers
and magazines is violated. It would be very useful for freedom and democracy, that the
communication media (press, radio and television) would take note of this, in order that:
(a) They would contribute to preserve, against this kind of totalitarian and
anti-democratic regime, the freedom of expression and press that they enjoy in the free
and civilized world, and (b) They would help Cubans to have freedom of expression and
publication of newspapers and magazines in Cuba, in accordance with the American
Declaration of the Rights and Duties of Man, and the Universal Declaration of Human Rights
of the United Nations.
D. When the Inter-American Commission on Human Rights (CIDH) and the United Nations
denounce that "THERE IS NO RULE OF LAW IN CUBA", that declaration and
denouncement are condemning the ILLEGALITY of the system and the "juridical"
arrangement in force there, and that they call "SOCIALIST LEGALITY".
E. When the International Organization of Jurists, an organism adhered to the United
Nations (UN), after an exhaustive investigation and study, denounced in its report that
"THERE IS NO RULE OF LAW IN CUBA", that is also another unarguable denouncement
of the ILLEGALITY OF "SOCIALIST LEGALITY".
F. The blatant violation of the juridical and political foundations of the systems in the
civilized world is present in Cuba. The division of powers proclaimed by Montesquieu:
Executive, Legislative and Judiciary, does not exist in Cuba, as it has been denounced by
the human rights organizations of the world and, among them, the Inter-American Commission
on Human Rights (CIDH) in several reports, and as we have denounced and evidenced, which
we are reiterating before this General Assembly.
THE UNITED NATIONS' COMMISSION ON HUMAN RIGHTS CONDEMNED THE TOTALITARIAN AND
ANTI-DEMOCRATIC REGIME IN CUBA, IN ITS MEETING HELD AT GENEVA, SWITZERLAND, IN MARCH 1994,
24 VOTES AGAINST IT, 9 IN FAVOR AND 20 ABSTENTIONS. These resolutions are still in
force during this latest period of sessions of that Commission in Geneva en 1996. The
report from the Official Relator of the United Nations, Carl Johan Groth in April, 1996,
reiterates and amplifies these denouncements against the Cuban regime, before the
Commission on Human Rights assembled at Geneva, and it was condemned because of the
institutional violation, systematic and inhuman of human rights, with 20 votes in favor of
the Condemnatory Resolution, 5 against and 28 abstentions. The breakdown of that vote by
countries was as follows:

In 1995, the condemnatory vote of said Committee at Geneva was: 22 in favor, 8 against and
23 abstentions.
The condemnatory resolution is titled: THE CONDITION OF HUMAN RIGHTS IN CUBA. The
Commission on Human Rights states, among other issues, the following:
It mentions its Resolution No. 1993/63, of March 10, 1993, about the affirmation and
extension of the mandate for the Special Relator of the Commission, in order to review and
report about the condition of human rights in Cuba and to maintain a direct contact with
the Cuban government and citizens.
It notes with great dismay the continuous failure of the Government of Cuba to cooperate
with the Special Relator and its refusal to allow him to visit Cuba in order to be able to
fulfill his mandate (as they have reiterated in 1996).
Consideration of the Special Relator's report about the condition of human rights in Cuba
(E/CN, 4/1994/51).
The Committee's preoccupation because of the information contained in the Special
Relator's report about arbitrary arrests, beatings, imprisonment, threats including loss
of employment, against the human rights advocates and others devoted to the peaceful
exercise of their rights.
The Committee's deep preoccupation about continuous violations of basic rights and freedom
of human beings, enumerated in the Universal Declaration of Human Rights, such as freedom
of movement, thought, conscience and religion, opinion and expression, the rights to
assemble and associate, and those rights related to the administration of justice.
1. Approving and supporting the Special Relator's report;
2. Requests from the government of Cuba to allow the Special Relator the opportunity to
fulfill his mandate, especially to allow him to visit Cuba (the communist regime has not
allowed that, neither on that year nor on the most recent year);
3. States a special preoccupation that the government of Cuba has failed to fulfill its
pledge, which is common to all Member States, to cooperate with the Commission on Human
Rights, in accordance with Articles 55 and 56 of the United Nations' Charter;
4. Deeply laments the numerous unexplained reports about violations of basic human rights
and freedoms described in the Special Relator's report, and states a special preoccupation
for the existing intolerance of expression and assembly freedoms in Cuba;
5. Requests from the government of Cuba to carry out the eight measures recommended in the
Special Relator's report, to achieve the observance of human rights and basic freedoms in
Cuba, and to take them to universally recognized standard levels, in accordance with
international law and international instruments of human rights, and to put an end to all
violations of human rights, especially including the arrest and imprisonment of human
rights advocates and other persons devoted to the peaceful exercise of their rights;
6. It affirms and extends the mandate of the Special Relator for one year (it was extended
until this year of 1996);
7. It asks the Special Relator to maintain a direct contact with the government and
citizens of Cuba, as it is specified in past resolutions of the Commission;
8. It recommends that the existing mechanisms of the Commission on Human Rights,
especially the Task Force on Arbitrary Detention and the Special Relator about the Issue
of Torture, in the exercise of their mandates, will continue paying attention to the
situation in Cuba and, were it appropriate, that they consider to visit Cuba;
9. It invites the Special Relator and the existing thematical mechanisms of the
Commission, mentioned in this resolution, to fully cooperate and exchange their
information and findings about the human rights situation in Cuba;
10. It asks the Special Relator to fulfill his mandate taking into account, inter alia,
the Universal Declaration of Human Rights; to submit an interim report to the General
Assembly in its 49th. Session and to report to the Commission in its 51st. Session about
the results of his investigation, according to the present resolution. (This petition was
also extended into this year of 1996);
11. On this year, 1996, Relator Groth reiterated his accusations for violations of human
rights in Cuba, before the United Nations' Commission on Human Rights, assembled at
Geneva.
THE UNITED NATIONS' ASSEMBLY ALSO CONDEMNS VIOLATIONS OF HUMAN RIGHTS IN CUBA IN THEIR
DUAL DIMENSION: INSTITUTIONAL VIOLATION & HUMAN VIOLATION.
The Relator appointed by the United Nations' Commission on Human Rights, Mr. Carl
Johan Groth, after performing his investigations and receiving our denouncements,
submitted his report to the United Nations in 1994 and 1995. In his report, Mr. Groth
denounced the continuous abuses against human rights in Cuba and the INSTITUTIONAL
nature of those violations, that have been widely denounced and evidenced by us, and which
are included in our doctrine about the violations of human rights in their dual dimension.
In accordance with those denunciations and pertinent investigations, the United Nations'
General Assembly, in its session on December 20, 1993, approved a Resolution with 74
(seventy four) votes in favor of it, condemning the totalitarian
Socialist-Marxist-Leninist regime in Cuba for its violations of human rights. This proves
what we denounced on the previous paragraph, about the public and universal nature of
human rights violations in Cuba, in their dual dimension: Institutional Violation and
Human Violation. That same condemnation was made on 1994 and 1995, and it shall be made by
the Assembly in 1996.
A NEW CRIME INSTITUTIONALIZED, CREATED AND INTRINSICAL TO SOCIALISM-MARXISM-LENINISM
Honorable Mr. Chairman and Members: A new crime has been codified and
institutionalized in Cuba, and its alleged perpetrators are viciously persecuted in Cuba:
It is the CLAIM OF RESPECT FOR HUMAN RIGHTS, EITHER INDIVIDUALLY OR COLLECTIVELY. Whoever
will dare to ask for respect for his/her human rights, whatever they might be, is deemed
to be a counter-revolutionary, an enemy of the regime. If the person who requests the
enforcement and compliance with human rights is not only doing it for himself/herself, but
also for others, he/she automatically becomes a self-avowed enemy of the anti-democratic,
Socialist-Marxist-Leninist regime, and will be prosecuted, imprisoned, tortured and, in
extreme cases, executed by a firing squad, as an example to increase terror. Albeit we
know that this crime is not only committed in Cuba, but that it was created and it is
intrinsical to the Socialist-Marxist-Leninist system, it is in Cuba where this Assembly
has jurisdiction and authority to record and condemn it, because of which we reiterate our
denouncement and petition this XXVI General Assembly.
REPRESSION IS ON THE INCREASE IN CUBA
During 1995 and up to this month of June, 1996 in Cuba, it has been publicly
recognized and denounced that there has been a considerable increase in the repression
against opponents of the totalitarian regime and against the so-called dissidents, as it
is evident and you can readily verify.
As the economic, social, political, moral, ethical, spiritual and ideological disaster
that plagues the anti-democratic system quickly rushes towards disaster and chaos, the
protestations and rebelliousness in the people also increase, and the repression likewise
increases with a greater number of persons imprisoned, a majority of whom are subjected to
"cruel, inhuman and degrading" treatment, as it has been declared by the CIDH in
several opportunities and it has denounced it in its Annual Report. The shutdown of two
civilian planes belonging to "Brothers to the Rescue" on international waters
has also contributed to the increase in repression, and also the sinking of the tugboat 13
de Marzo.
THE SO-CALLED "REVOLUTIONARY TRIBUNALS"
We reiterate before this Assembly that it is an insult unheard of, the calling of
those accomplice and executor entities for Socialism-Marxism-Leninism,
"TRIBUNALS", made up by communist fanatics, cowards without any ethics or morals
and, in the majority of cases, without the slightest juridical knowledge. Those are
"INSTRUMENTS" created by the regime, such as the Committees for the Defense of
the Revolution and the Rapid Action Groups, in order to apply and enforce the orders
dictated by the totalitarian tyrant and his minions. The Western World is confounded at
times by misinformation, when it reads, listens on the radio or watches on television that
there operate in Cuba the so-called "REVOLUTIONARY TRIBUNALS". Nothing farther
from the truth. If there is no rule of law in Cuba, nor a State of Law, there cannot be
any courts; they may be called thus in order to deceit, but they are only a masquerade for
a true court, as the latter are known in the free and civilized world. It has thus been
denounced and evidenced by associations and organizations of law, both in the Americas and
Europe.
PRE-DETERMINED SENTENCES WITHOUT ANY DUE PROCESS
It has been denounced and proven before this Assembly that there do not exist any
procedural guarantees in Cuba, and the CIDH has acknowledged it in all of its special and
annual reports, but as the lack of procedural guarantees still exists, we not only
denounce it but we are asking that it be included in the final declaration from this
Assembly for 1996. The fact that such violations of human rights still persist, forces you
and us to condemn them with greater reasons and irrefutable evidence.
The lack of guarantees and respect for human rights began taking place in Cuba as soon as
the Socialist-Marxist-Leninist regime assumed total power, through deceit and force, and
it continues unabated to this day.
Thousands of persons have been executed by firing squads with no trials; other thousands
have been tortured and imprisoned without even a mockery of a trial; this is public and
notorious. From the First Special Report on Human Rights in Cuba issued by the CIDH,
published on May 1, 1962, our denouncements have been included and there additionally
appears the one we submitted regarding the Cuban prisoners from Playa Girón, members of
Brigade 2506, in order that their lives were respected and that they would be released.
TWENTY SEVEN (27) YEARS WITHOUT CHRISTMAS IN CUBA
In order to underline the lack of full religious liberty in Cuba we again denounce
that CHRISTMAS, a date with an enormous religious meaning for the Cuban people, even for
those who do not practice the Christian religion, was a sacred date, the family day par
excellence, a day of gladness, of religious symbolism. Even the non-believers placed and
decorated colorful Christmas trees for their children. The "creches"
("Nacimientos") were plentiful in Cuba, not only in churches and public places,
but especially in most homes.
The last Christmas was precariously celebrated in Cuba in 1968, with many restrictions and
much fear. Later on Castro, with a stroke of his pen, suppressed that celebration, saying
that the Christmas festivities, inherited from the Western culture, obstructed the work of
sugar cane harvesting. That was it. Whoever dared to defy him would be punished, as many
were. The timid attempts performed on these latest years have been limited when not
silenced.
THE CUBAN LABOR MOVEMENT AND THEIR ACHIEVEMENTS HAVE BEEN ELIMINATED
The Cuban labor movement, the most advanced in the Americas, including that of the
United States, was totally destroyed and their various laboral and social achievements
were eliminated; its leaders were persecuted, imprisoned and some of them executed by
firing squads. The excellent CUBAN CONFEDERATION OF WORKERS (CTC) was eliminated and, with
it, the freedom of association for workers, a situation that still exists in this
year of 1996.
Not only was the right to strike suppressed, but what is even worse, the workers' freedom
and the initiative freedom. No worker can freely change jobs, nor get transferred, nor
resign his/her job, nor demand compliance with the provision of eight-hour periods of
work, nor the minimum wage, nor wage increases, nor collective bargaining, nor the right
of maternity leave for female workers, nor any kind of retirement in accordance with their
work, dignity and efficiency, nor the payment for overtime. On the contrary, they are
forced to perform "voluntary" work without pay and, in many instances, far from
their homes or regular work places.
We have proven the violations against the human rights of workers before this Assembly; we
are reiterating that denouncement and we have proven with irrefutable documents that those
conditions not only persist, but that they have worsened. That is why we are requesting
that these denouncements will be included in the Final Declaration from this Assembly.
THE RAFTERS ("BALSEROS") AND THE LACK OF FREE MOVEMENT IN CUBA
The right to free passage has been also violated in Cuba, both to enter and leave the
country, and even inside the country internal passage is strictly regulated, which
constitutes a stated violation of the legitimate right inherent to every human being to
enter and leave his/her country as desired.
Due in a great measure to the difficulties for leaving the country freely, Cubans of all
ages, male and female, risk their lives by taking to the sea in whatever floats,
improvised rafts lacking the most basic requisites of seaworthiness, so much so that it
has been reported and confirmed that out of every four persons who leave Cuba under such
circumstances, in many instances only one reaches the United States or other countries in
the Caribbean or Central-America alive.
Despite those obstacles, male and female Cubans continue to leave, which still constitutes
a human denouncement against the violation of those rights inherent to the human person.
THE LACK OF RELIGIOUS FREEDOM IN CUBA
As we have repeatedly denounced and we continue to denounce, there were 12,500 Jews in
Cuba when Castro and his communist regime assumed power. Until shortly ago, there only
remained some five hundred of them. Now it is reported that there may be some one
thousand. Those Jews who remained in Cuba did not have any Rabbi and they still lacked
that spiritual assistance until shortly ago. Now they have just a little of it.
A similar behavior has been practiced against Catholics and Christians of other
denominations since the expulsion of 138 Catholic priests, monsignors and bishops on the
freighter "Covadonga" towards Spain in 1961, who only carried the clothes they
were wearing. Some Protestant religious denominations are also obstructed and persecuted.
Jehova's Witnesses are also imprisoned and some of them have been executed by firing
squads. There have also been Catholic priests and seminarians imprisoned and sent to
forced labor camps.
We have denounced and we reiterate the existence of religious persecution in Cuba, the
closing of religious schools, the elimination of all means of religious communications,
the punishments meted to those who practiced their religion in any way. Teaching is
materialistic and atheistic. The State continues to be an atheist one and the system is
still materialistic and contrary to any semblance of religion; some isolated practices are
permitted as propaganda or stimulation to cooperation with the system; these do not solve
the problem of violation of human rights against Cuban believers; the communist regime is
an anthropocentric one, devoid of any transcendence towards God. All of this still
persists in 1996.
UPON THE CLOSING OF THE SO-CALLED NATIONAL ASSEMBLY OF POPULAR POWER, CASTRO REITERATES
THE SOCIALIST-MARXIST-LENINIST NATURE OF HIS REGIME.
Some naďve and useful idiots expected an opening from the regime, a greater respect
for human rights, some reforms, albeit small. All of that was totally and absolutely
cancelled when Castro himself ratified the Socialist-Marxist-Leninist nature of his regime
and denied any possibility of change or reform. This happened on this same year, 1996.
The communist regime reiterated, on April, 1996, that no perestroika or glasnost will be
allowed in Cuba, because the case of the Soviet Union will not be repeated in Cuba.
THE NEW SOCIALIST CONSTITUTION OF 1992
Let us allow, Honorable Mr. Chairman and Representatives, to reiterate before this
XXVI General Assembly, in 1996, because of its importance, what the present regime of Cuba
has done to the Constitution at the highest level, in the Socialist Constitution of 1992,
published in the Cuban Official Gazette for August 1, 1992.
This new Socialist Constitution of Cuba, enacted in 1992, did not contain any substantial
institutional variance; on the contrary, the "orthodox" contents of the
"juridical" structure of the Socialist-Marxist-Leninist doctrine is ratified in
it, and also the totalitarian regime with no possibility of democratic appeal, and the
figures of crimes and sanctions are amplified.
Therefore, the Cuban Socialist-Marxist-Leninist regime has undoubtedly ratified that it
does not admit or propitiate any reforms, or dialogues, or negotiations whatsoever. It has
thus been declared, not less than constitutionally, in the so-called Constitution above
referred to, the basis for the euphemistically called "socialist legality". This
was also reiterated by the regime in April, 1996.
It would be too extensive to reproduce its articles, but the transcription of Article 5
will suffice, which literally reads:
"ARTICLE 5.- THE CUBAN COMMUNIST PARTY, A FOLLOWER OF MARTI AND OF THE
MARXIST-LENINIST DOCTRINE, THE ORGANIZED VANGUARD OF THE CUBAN NATION, IS THE HIGHER
LEADING FORCE OF THE SOCIETY AND THE STATE, THAT ORGANIZES AND GUIDES COMMON EFFORTS
TOWARDS THE HIGH PURPOSES OF BUILDING SOCIALISM AND ADVANCING TOWARDS THE COMMUNIST
SOCIETY".
If this constitutional normative framework had been enacted some years ago, there
would be the possibility of believing that, because of its having been approved before the
events in the Soviet Union, it could have experienced some modifications; but since it was
enacted in the second half of 1992, it is, on the contrary, a ratification of the
Marxist-Leninist intolerant line, and with that the cycle of interested and bastard
speculations, without any foundation, is closed. This also closes any possibility of
coexistence, as every possibility of coexistence was closed with Hitler's Nazism in
our Americas.
As to the internal, in order to further evaluate the transcendence of these constitutional
provisions, let us relate to you the provisions of the Cuban Criminal Code, published on
the Cuban Official Gazette for December 30, 1987, which reads:
"TITLE XI -- THE STATE OF DANGEROUSNESS AND SECURITY MEASURES
CHAPTER I -- THE STATE OF DANGEROUSNESS
ARTICLE 72 -- It is deemed as a dangerous condition, the special proclivity in which a
person is found to commit crimes, as proven by the behavior observed by him/her, in an
evident contradiction with the norms of socialist morality".
According to this article of the Criminal Code, it would suffice for the regime to
prosecute every Cuban citizen whom it would not like,
to apply them this concept of dangerousness as interpreted by the "Revolutionary
Tribunals", made up by communists, the illiterate and others, in violation of all
legal procedures and all guarantees established in the civilized world, so that the
accused person would be punished with the loss of his/her freedom and even life, as it has
already happened and it continues to happen in 1996.
This is only the inclusion of "crime through analogy", eliminated from all
civilized nations of the world.
We must add that it is not necessary that the person will commit a crime; it would simply
suffice, as Article 75 of the same Criminal Code provides, that he/she would have
"... links or relationships with persons who are potentially dangerous for
society..." That is a definite provision against opposition and dissent, which would
be tolerated only to the extent that authorities would deem it convenient for their
objectives. This is a juridical monstrosity that still exists in 1996.
THE CUBAN EXILE: OVER MILLION AND A HALF CUBANS EXILED -- AN ACCUSATION AND AN AFFRONT
FOR THE AMERICAS
Close to two million Cubans in exile, male and female, scattered all over the Americas
and the world, constitute by themselves without any need for further investigation, a
painful reality for a nation of the Americas that expects from its brethren in the
Continent of Hope the solidarity in its struggle. Our Apostle, José Martí, in his
struggle last century for Cuban independence, stated: "I am not asking the countries
of the Americas for their collaboration, for fear that they will deny it of me and that
they will dishonor themselves" How right was Martí then! We now hope and trust our
brethren of the Americas.
"WATCHING THE PERPETRATION OF A CRIME IN SILENCE IS TANTAMOUNT TO COMMITTING
IT"
That is one of the things that José Martí stated. Now, when some political and
"revolutionary" leaders of the Americas tear their garments upon hearing of any
violation of human rights allegedly committed by a so-called "rightist"
government, we would like to see who, through a "subsequent cohabitation", would
be capable of trying to legitimate a convicted and self-avowed Marxist-Leninist-Stalinist
regime, or who would dare to "wash it in the Jordan River of the Inter-American
System", in trying to return said regime to that System and to the OAS. That would be
a clear complicity with the totalitarian tyranny and with its crimes.
Over 43,000 Cubans, both male and female, have been executed on the Wall by firing squads,
while over 350,000 Cubans, both male and female, have gone through the communist dungeons
as political prisoners. There has existed and still exists a STOOD UP POLITICAL
IMPRISONMENT (PRESIDIO POLITICO PLANTADO), that refuses to accept the so-called communist
"rehabilitation". There is also a group of "historical political
prisoners", persons who have remained in prison almost from the beginning of the
Castro tyranny, many of them without any trials.
SOCIALISM-MARXISM-LENINISM AND NARCO-TRAFFICKING: AN EXISTING BINOMIAL IN THE UNITED
STATES AND LATIN-AMERICA
Among the most powerful "weapons" utilized first by the SOVIET GEOSTRATEGY and
now by the MARXIST-LENINIST RUSSIA, there is precisely the poisoning with narcotics of the
youths of the Americas, at the same time they use narco-dollars to finance subversive
movements, urban and rural guerrillas and terrorism, all of that aimed to thwart in some
cases and to destroy in others, the economic and social development in our nations, and to
scare away national and foreign investors.
It is no secret for anyone that most of the Latin-American guerrillas are influenced,
directly or indirectly, by that negative trend. Existing evidence about this is so
extensive that it would be too much listing it, but if anyone wishes to learn about it,
they know where they can look for it.
Many of those guerrilla and subversive elements do not believe to be doing anything wrong
by seeking financial resources wherever they can find them, because they also believe that
they are contributing to the destruction of youth in the bourgeois and capitalist United
States. Thus, the guerrillas harbor a dual objective: Fighting to destroy the democratic
structures of the Americas, as it happened in Cuba, and besides contributing to destroy
the youth, especially in the United States.
The mock trials against General Ochoa, Tony de la Guardia and others were used to cover up
the real culprits. We are not saying that the former were innocent, but it they did
anything, it was with the assent or under the orders of those who now are in command in
Cuba.
Now comes the US. Department of State and it issues a statement saying that Castro's
totalitarian and anti-democratic regime is in cahoots with narco-traffickers. We do not
want to discuss this alleged or actual switching of Castro, but nobody can ignore the
recent past of participation and complicity of that regime with narco-trafficking.
A MONUMENT TO THE NUCLEAR MISSILE
As one more mockery from satellite Castro to all of the Americas, he ordered the
construction of a monument to a Soviet nuclear missile at Playa del Chivo (Goat's Beach)
east of Havana Harbor. This was one of the nuclear missiles carried to Cuba by the Soviets
in 1962. It is 80 feet high and similar to the 40 introduced by the Soviets to Cuba. The
tall monument, built with concrete and marble, has no nuclear warhead, but it is still a
challenge and mockery of all of the Americas, and an object to demonstrate that he counted
on the Soviet support then, and now with those who replaced the Soviet Empire, the Russian
government.
We ask whether this is one of the 40 missiles left in Cuba after the
"KENNEDY-KHRUSHCHEV UNDERSTANDING", which would be one more violation of that
"understanding", or contrariwise it was taken to Cuba by the Soviets later on,
which would also be a defiance and a mockery for all of the "leaders" of the
Americas who are now trying to bring satellite Castro back into the OAS, with his monument
to the nuclear missile and everything else. He now has dismounted the nuclear missile from
the monument and hidden it in one of the multiple caves or tunnels under Havana. What for?
Where have they hidden that missile? It would be convenient to open an Inter-American
investigation about this.
CASTRO HAS BUILT TUNNELS ALL THROUGHOUT CUBA -- WITH WHAT PURPOSE?
Emulating his totalitarian Stalinist-Socialist-Marxist-Leninist colleague in North
Korea, Castro has ordered the building of tunnels throughout all of Cuba, to store all
kinds of weapons, a true warlike arsenal. Even lethal biological and nuclear weapons can
be hidden in those tunnels, as it has been attributed to North Korea to have done.
They have also stored water and food to live underground for several months. While misery
and hunger increase in Cuba, Castro uses the scarce human and financial resources at his
disposal to build tunnels with warlike purposes.
Cement, iron bars and other materials used in the construction of those tunnels could have
been used to build houses that the Cuban people needs so much; but the paranoid
totalitarian tyrant uses all of them for a "war" that he says to be unavoidable,
and through that he has kept the Cuban people agitated, occupied and worried for several
decades.
The Americas must ask themselves, as Europe has wondered about North Korea: Why is Castro
building those tunnels, precisely in the midst of the misery and disaster of his
anti-democratic and totalitarian regime? And the Americas must respond to that defiance,
because Castro is not building those tunnels to hide himself from the Cuban people, but
for warlike preparations against peace and security in the Americas.
We do not believe that the Americas will stick its collective head in the sand, as
ostriches do, as several nations in Europe did when the infamous and paranoid tyrant Adolf
Hitler was readying his warlike machinery and he built numerous tunnels throughout Germany
and a part of Europe. The Americans cannot repeat that historical error. What Vito said
about the "corsi and recorsi" of History is not applicable here. Let us enforce
the covenants, treaties, agreements and resolutions that the Americas have enacted, to
impede extra-continental interventions in the affairs of the Americas, and to eliminate
the GEOSTRATEGIC BASE that has been installed in Cuba. This XXVI General Assembly has the
floor on such a delicate issue.
FREE CUBANS CLAIM EQUALITY IN THE HISTORICAL TREATMENT FROM THEIR BRETHREN IN THE
AMERICAS
We now talk about the "CUBAN RAFTERS" who leave the Cuban shores on
"anything that floats", from automotive inner tubes up to improvised pieces of
wood joined together. Many perish during the voyage; some nations do not receive them as
they ought to do, and others force them to return.
On the last century, those who initiated the process of RAFTERS through the Florida
Straits were North-Americans. Thousands of them, when the Civil War ended, many
Southerners instead of surrendering took to the sea and ended up on the Cuban shores.
Cubans received them as brethren and gave them a fraternal and human treatment. Many of
them permanently settled in Cuba and others, after a number of years, returned to their
country of origin, but they never forgot what was done for them in Cuba, since among the
virtues of the North-American people there is the one of GRATITUDE.
It has likewise occurred with many of our brethren, male and female, from Latin-America.
They always found a welcoming and friendly haven, a fraternal and humanitarian refuge in
Cuba, when they were persecuted in their respective countries. Some of them, or their
offspring now, are in power or have become leaders in the Americas. We are addressing
them, not to remind them of the gratitude they owe us, but to ask them to enforce the
treaties, covenants and agreements that they signed with us. Those are their legal and
moral obligations.
The negotiations performed to return Cubans, male and female, who escape the communist
inferno are anti-human and anti-historical.
THE CREATION OF "PARALLEL OAS's": A BY-PRODUCT OF GEOSTRATEGY
In many instances circumventing the imperatives of geopolitics, countries in
Latin-America, even before the beginning of the Cold War, had let themselves be influenced
by "tragic utopias" originated in extra-continental nations. Many of them had
been involved in an ideological and political struggle that is still going on, despite the
failure of the Soviet Union and the inefficacy of Marxist-Leninist socialism and the
failure of statist policies, which have so much hurt out nations.
Within that context, among other attempted and failed movements, there has been and
continues to be the creation of a "Parallel OAS", out of which they could keep
the United States and admit the totalitarian Marxist-Leninist regime of Castro. To that
effect were created, with other arguments naturally: The Ibero-American Summit and before
it the SELA (Latin-American Economic System), an organism that was established in the
climax of the Cold War and when the Soviet Union (that the Latin-American left believed to
be the winner in the struggle for worldwide leadership) was extending its influence into
our Hemisphere with great strength. Since that organism is a Latin-American one, they left
the United States out and admitted the communist and anti-democratic regime led by Castro,
who they said "could teach them much" in economic issues especially regarding
how it is possible to totally destroy in a span of three decades the economy of a nation
that was prosperous and on the industrial take-off, as Rostow said in 1958. In only 35
years, the economic and political system installed by Castro in Cuba, as a satellite of
the Soviet Union, brought about the phenomenon of massive destruction of the Cuban economy
and led the country to hunger and misery.
But none of that mattered much for the SELA; a group was going to be set up there "to
have a voice" in the economic and social development
and "to distance" from the United States and get closer to the representative of
Soviet Imperialism in the Americas: The totalitarian Castroite regime. It would be too
extensive to analyze the statements issued by that organism in its long history as a
confirmation of what we are stating. Over 24 countries -- among them Castro's regime --
are members of the SELA, and most of them have had no wrong intentions.
Who invented the SELA? What has it achieved? To leave the United States' economic system
out of the economic and social development, and to admit there the economic system, or the
presence of the economic system represented by Castro and, with this, the achievement of
incorporating Castro's regime to the countries of Latin-America, since it is excluded from
the Inter-American System and from the OAS, precisely because the Marxist-Leninist
doctrine has been declared as incompatible with both. Cuba, as a State, is a member of the
Inter-American System and of the OAS; what is excluded is the anti-democratic Castro
regime.
And while all of this was happening, Castro was the "beachhead", the "fifth
column" for the Soviet Union in this hemisphere, ninety miles away from the United
States, and the promoter of subversion all over the continent. Since he is excluded, they
organized a "Parallel OAS", and they took him there, and as a consequence of the
above listed struggle, they left the United States out, the most developed country on this
planet. This was a "great ideological and political success" for the
"Latin-American Left", but at the same time a great economic failure. The SELA
has gone nowhere; it has become bureaucratized and continues to use the same failed
language that Latin-America has been dragging for the last five decades.
It would be too extensive to make reference to other attempts for commercial, economic and
social integration among Latin-American countries; all of them produced great
expectancies, but they languished without any achievements. The infrastructure and
identity of purposes were missing. Each one had its own one, which was not exactly the
same as the neighbor's.
After so many failures and the revelation of the ideological intentions of several people,
something different had to be done. That is why it dawned upon them to bring
extra-continental nations in to help their former colonies in Latin-America, to make up a
wrongly conceived bloc. Thus sprung the so-called Ibero-American Summits, with Spain and
Portugal as the former metropolis and the Latin-American countries as their former
colonies, but they also left the United States out here, at the same time they admitted
the totalitarian anti-democratic Castro's Socialist-Marxist-Leninist through the wide
door. Adding insult to injury, the United States applied for admission, at least as an
observer, but it was denied. Castro deemed it as one of his "successes", the
fact that while the United States were rejected, he was unanimously admitted with no
objections whatsoever. Another historical political error.
To be able to fully gauge the failure of the III Ibero-American Summit, we must look for
the author(s) of the initiative of holding it at Salvador de Bahía, Brazil. This is a
state ruled by a Marxist Governor and a Marxist City Mayor, both friends of Castro, who
had visited Cuba several times as it has been published, and by the labor unions
predominantly controlled by communists, as well as the smoke-screen organizations. There
they burned US. flags, displayed a massive propaganda on behalf of Castro, performed
demonstrations with their communist assault groups, assaulted several members of the Cuban
exile, members of the Cuban-American National Foundation. Communists were the owners of
the streets and the propaganda. Castro was in his ideological and political environment, a
good example for those naďve persons who believe that "communism is already dead and
buried".
Those Ibero-American Summits, as "Parallel OAS's", have also failed. They have
become, without the intention of their promoters, a hybrid product from the Cold War, the
impossible marriage of former metropolis with former colonies, while interjecting in their
midst a Marxist-Leninist regime that degrades and denatures them. Whatever the good
intention might have been, the good faith that some of the initiators of that political
concoction called Ibero-American Summit might have had, its inefficiency, failure and
historical counterproductiveness have been demonstrated. Geopolitics has condemned them,
and the Marxist-Leninist "tragic utopia" in its bosom, represented by the last
communist bulwark in the Americas, has denatured them and made them lose whatever the
initial purpose might have had of nobility and goodness. Requiescat in pace that hybrid
specimen formed by the ex-metropolis and their former colonies in the Americas.
Any attempt to weaken the Inter-American System and the OAS is a negative step against
democratic freedom and the security of the Americas.
THE LEGITIMACY OF COLLECTIVE ACTION
Treaties in force in the Americas, signed and ratified by your States and by the Cuban
State, when Cuba was free, authorize a COLLECTIVE ACTION. For additional information, we
can prove that independence and freedom for almost all the peoples of the Americas were
achieved through the COLLECTIVE INTERVENTION of patriots and nations of the Americas in
the internal affairs of other States. The Liberator Simón Bolívar, Sucre, Páez, San
Martín, O'Higgins, are examples of this. Chile, Bolivia, Ecuador, just to mention a few,
could not have attained independence at that time, if the remainder of the American States
and their leaders had not intervened on their behalf, as the United States intervened to
help Mexican independence -- and that intervention was a decisive one to defeat Maximilian
-- as there intervened Spain, France and Cuba, in a decisive fashion, to help achieve the
independence of the original Thirteen Colonies that became the United States of America.
While the totalitarian Castro dictatorship still exists in the Americas, it cannot be said
that there is no communism in the Americas. COMMUNISM IS NOT NEGOTIABLE IN THE AMERICAS.
The Cold War is not ended in the Americas while Cuba remains being a bastion of communism,
with its slogan of "Marxism-Leninism or Death". Castro has said and repeated it:
That he was a Marxist-Leninist since he was a student and that he would be one until the
day of his death, and that Cuba shall be the last bastion of communism". This has
been ratified in Cuba in this year 1996.
Honorable Mr. Chairman and Representatives: Let us reiterate for further information our
statements about he DECAPITALIZATION, that bear so much importance and actuality in 1996.
Here they are:
MECCO (COMMON MARKET OF KNOWLEDGE) AND THE HUMAN AND ECONOMIC DECAPITALIZATION IN THE
AMERICAS: COMMUNIST SUBVERSION
The representatives of member nations of the Organization of American States (OAS)
have approved, in a meeting held in Washington in April, 1993, the institutional framework
in which they would like for the COMMON MARKET OF KNOWLEDGE (MECCO in Spanish) to
function, which in turn designs the mechanisms to raise funds for the program, and they
intend to widen the objectives in this XXVI General Assembly.
The brilliant initiative of the Honorable President of the Eastern Republic of Uruguay,
Dr. Alberto Lacalle, has shown great wisdom and has been a big success. We had the honor
and opportunity of talking with him about this initiative in the framework of the
Organization of American States in Washington, and he asked for my authorization to use
the designation of HUMAN AND ECONOMIC DECAPITALIZATION in his excellent project. That
brilliant initiative demands the support, concourse and solidarity of the whole continent
of the Americas, and we made that known to him and those who met in Washington with us. He
told us: "Dr. Benedí, I thank you for your generous offer".
We said it then and we reiterate it today: It is necessary to analyze, with an absolute
honesty and courage, what the causes have been and are that have determined, above all in
this century, and that still determine the exodus of brains from Latin-America towards the
United States and other countries in the world.
We want to contribute our knowledge and experience about this most serious political,
ideological, human and economic phenomenon of our times. We Cubans are in a privileged
position to contribute an actual and living example of this political phenomenon that we
are denouncing. We, in a magnitude of over two million Cubans, male and female, have had
to be the largest exodus recorded in the Americas, and because of it, Cuba has been left
HUMANLY AND ECONOMICALLY DECAPITALIZED. If we add to this the existence of a totally
failed Socialist-Marxist-Leninist system in the whole world, we will have a response for
the disaster and tragedy that the Cuban people is living, which has been divulged by all
of the mass communication media, and that we do not want to happen in any other nation of
our Americas nor of the world. LET US ADD THE FOLLOWING:
Communists and their satellites and allies in our Hemisphere apply subversive and
terrorist tactics to the Latin-American economic and social development, to thwart or
paralyze it. Thus happens a HUMAN AND ECONOMIC DECAPITALIZATION that implies the massive
exodus of "brains" (so much needed in Latin-America), and the exodus of national
capital and of foreign investment; then we reach the paralysis or atony of the economic
and social development that we now observe in many Latin-American countries affected by
that communist intervention that tries to impose its system of State control and to
curtail economic, individual and entrepreneurial freedom. While that situation will
continue, there cannot be any favorable climate to retain the "brains" that are
essential for development, nor the national and foreign investments. This is the present
challenge for Latin-America now. Let us not blame others for our own mistakes. Either we
create that political and economic infrastructure for economic and social development, or
Latin-America will continue to descend into inhuman levels of poverty and inability to
fend for itself. Fortunately, the decade of 1990 points out to an overcoming by those
values, but the communists and their irresponsible allies are trying to bring Castro to
the OAS, with which they would be serving Marxism-Leninism and Marxist Socialism, and
there will continue in our Latin-America the HUMAN AND ECONOMIC DECAPITALIZATION, thus
debilitating MECCO's work. That proposal for bringing that totalitarian regime within the
OAS is totally negative.
THERE IS A CONSENSUS IN AFFIRMING THAT A CYCLE HAS BEEN CLOSED AND ANOTHER IS BEING
OPEN IN THE INTER-AMERICAN SYSTEM AND THE ORGANIZATION OF AMERICAN STATES (OAS).
The cycle of inexplicable indolence, unwarranted tolerance and even complicity and
indifference by some countries in this Hemisphere seems to be coming to its end, and
another one opening which could involve a more positive activity towards COLLECTIVE ACTION
IN THE CASE OF CUBA, as it was done in Haiti.
The so-called Latin-American "left", mistaken and disoriented, is likely to be
replaced by leaders of the Americas who do not tolerate nor justify silence, complicity
and cowardice in the case of Cuba. The policies applied by those disoriented characters
defies any qualification. That Latin-American "left" has already exhausted its
historical and histrionic cycle. It has been manipulated and it has served, consciously or
unconsciously, first the interests of SOVIET UNION GEOSTRATEGY and now those of RUSSIA and
the MARXIST-LENINIST MOVEMENT, which they call "SOCIALIST OR LEFTIST", perhaps
as a COVER-UP.
Castro and his regime have also lost the little credit that they should have never
enjoyed, and the ideological system of the "tragic utopia" has also exhausted
its historical cycle. The sinking of the tugboat "13 de Marzo" and the shooting
down of two civilian small planes, with the attendant murders of their four passengers,
have also served to close the cycle.
Those tragic ideologies, imported from Europe by the doctrinaires of disaster, have done
an extensive damage to us in the Americas. Rationalism, positivism, secularism, socialism,
marxism, historical materialism, nihilism and hedonism penetrated the curricula at all
educational levels in the Americas, especially at the secondary and university levels;
they seized the so-called "intellectuals" with very few exceptions, and many
so-called "leaders" of Latin-America and the United States, who never were true
statesmen, allowed themselves to be gained by those doctrines and ideologies. That is the
cycle that is apparently being closed in the Americas, which additionally featured the
loss of faith, of the vertical sense towards God, a weakening of moral, spiritual,
economic and social development; it was the cycle of decline, of loss of hope, of
alienation from the brilliant future to which the
Americas were entitled and still are, after having attained independence and freedom.
Regrettably, we have to agree that the "CASE OF CUBA" is the most objective and
tangible culmination of that decline. It is, unfortunately, the accusing testimony of our
collective sin. Castro was helped to seize power by those decadent forces in the last
cycle of their destructive process. Castro has been no more than the paranoid criminal
instrument probatory of that decadence in the Americas, and Cuba is now the living
testimony of what the sum of all those errors by all of us in the Americas is capable of
bringing about. Still in this year 1996, the totalitarian regime subsists and publicly
reaffirms its same political line.
Behold the MORAL debt, besides the legal and spiritual ones, that the whole of the
Americas has come to owe the Cuban people, the Inter-American System and the OAS, and the
exalted patriots of the Americas. Some are hypocritically trying to cleanse their sins
away by blaming others for their own faults. The payment of that debt that has caused so
many sacrifices, deaths and pains to the Cuban people and also to the peoples of the
Americas, is incumbent upon you. That is why we say that THE MARTYRDOM OF CUBA IS THE
MARTYRDOM OF THE AMERICAS.
CUBA IS NOW TELLING THE AMERICAS: "AMERICAS, WE EXPECT MORE THAN YOU ARE GIVING US,
TO GIVE YOU MORE THAN YOU ARE ASKING OF US".
WE APPEAR BEFORE THE AMERICAS.
WE APPEAR BEFORE THEIR REPRESENTATIVES IN THIS GENERAL ASSEMBLY,
AND WE ASK:
Honorable Mr. Chairman, Honorable Ministers of Foreign Relations, Honorable Ambassadors
and Representatives of the Americas, with our greatest respect and consideration, we ask
that these petitions, denouncements and statements will be had as made, and we reiterate
that, in compliance with the treaties, covenants, agreements and resolutions enacted in
accordance with the Reciprocal Assistance Treaty, the Treaty of Rio, the OAS' Charter, the
Inter-American System and the OAS, you must maintain the SEPARATION/EXCLUSION OF THE
TOTALITARIAN MARXIST-LENINIST REGIME, OF A STALINIST NATURE, PRESENTLY IN POWER IN CUBA,
DUE TO ITS TOTAL INCOMPATIBILITY WITH THE INTER-AMERICAN SYSTEM AND WITH THE OAS; BESIDES,
DUE TO ITS ANTI-DEMOCRATIC NATURE WHICH VIOLATES THE MOST ELEMENTARY PRINCIPLES OF
REPRESENTATIVE DEMOCRACY IN THE AMERICAS; THAT YOU WILL REITERATE THE DECLARATION OF
ILLEGITIMACY OF THE SO-CALLED "SOCIALIST LEGALITY" BECAUSE OF THE IRREFUTABLE
EVIDENCE THAT WE ARE ENCLOSING; THAT YOU WILL DECLARE THAT THERE IS NOW A NEW CRIME IN
CUBA, THAT OF ASKING, INDIVIDUALLY OR COLLECTIVELY, FOR RESPECT TOWARDS HUMAN RIGHTS; THAT
YOU WILL DECLARE THAT HUMAN RIGHTS CONTINUE TO BE VIOLATED IN CUBA IN THEIR DUAL
DIMENSION: INSTITUTIONAL DIMENSION AND HUMAN DIMENSION, DE FACTO AND DE JURE; THAT YOU
WILL CONDEMN THE TOTALITARIAN CUBAN REGIME FOR THE CRIMINAL SINKING OF THE TUGBOAT
"13 DE MARZO" AND THE SHOOTING DOWN OF TWO CIVILIAN SMALL PLANES ON
INTERNATIONAL WATERS AND THE MURDER OF THEIR FOUR PASSENGERS; THAT YOU WILL DECLARE THAT
THERE DOES NOT EXIST IN CUBA A TRUE REPRESENTATIVE DEMOCRACY, BUT A TOTALITARIAN AND
ABSOLUTELY ANTI-DEMOCRATIC REGIME; THAT YOU WILL REITERATE THAT THERE IS NO RULE OF LAW IN
CUBA AND THERE IS NO LAW REGIME EITHER; THAT YOU WILL DEMAND THE ENFORCEMENT OF THE
"SANTIAGO DECLARATION" WITH REPRESENTATIVE DEMOCRACY IN THE AMERICAS AND THE
MODIFICATION OF THE OAS' CHARTER IN WHICH IT IS STIPULATED THAT ANY GOVERNMENT WHICH WILL
VIOLATE, INTERRUPT OR ANNUL THE DEMOCRATIC PROCESS IN THE AMERICAS WILL BE LEFT OUT OF THE
INTER-AMERICAN SYSTEM AND OF THE OAS; THAT YOU WILL GUARANTEE SELF-DETERMINATION FOR THE
PEOPLE; THAT THE CUBAN STATE BEING A MEMBER OF THE INTER-AMERICAN SYSTEM AND OF THE OAS,
WE SHALL BE GIVEN THE MORAL AND LEGAL SUPPORT TO ACHIEVE THE SECOND INDEPENDENCE OF CUBA.
WE MAINTAIN OUR RIGHT OF BELLIGERENCE; WE DO NOT HAVE TO ASK FOR PERMISSION FROM ANYONE TO
FIGHT FOR THE INDEPENDENCE OF CUBA, BUT WE CAN AND MUST ASK FOR THE COOPERATION THAT OTHER
NATIONS OF THE AMERICAS HAVE OBTAINED IN THE PAST TO ACHIEVE THEIR INDEPENDENCE; LET THE
RUSSIANS LEAVE CUBA AND DISMANTLE THE BASES THEY HAVE INSTALLED THERE: THE ELECTRONIC
ESPIONAGE BASE AT VILLA LOURDES, THE NUCLEAR SUBMARINE BASE AT CIENFUEGOS; THAT THE
CONSTRUCTION OF THE EXTREMELY DANGEROUS NUCLEAR PLANT AT JURAGUA, IN CIENFUEGOS, BE
DISCONTINUED; THAT YOU WILL HELP US TO PUT AN END TO THE RUSSIAN GEOSTRATEGY AND TO THE
INTERNATIONAL SOCIALIST-MARXIST-LENINIST MOVEMENT, WHICH NOT ONLY ENSLAVES THE CUBAN
PEOPLE BUT ALSO IMPERILS THE PEACE AND SECURITY OF THE AMERICAS; THAT WE OPPOSE ANY
DIALOGUE, PACT, DENIAL OR COEXISTENCE WITH THE TOTALITARIAN COMMUNIST REGIME IN CUBA.
COMMUNISM IS NOT NEGOTIABLE IN THIS HEMISPHERE; THAT YOU WILL DECLARE THAT THE COLD WAR
HAS NOT ENDED IN THE AMERICAS UNTIL THE CASTRO TOTALITARIAN REGIME WILL BE ERADICATED WITH
HIS MINIONS; THAT YOU WILL DECLARE THAT CASTRO IMPERILED THE CUBAN PEOPLE UP TO
ANNIHILATION IN ORDER TO SERVE THE INTERESTS OF THE FORMER SOVIET
UNION AND OF THE INTERNATIONAL COMMUNIST MOVEMENT; THAT YOU WILL HELP US TO BRING CUBA
BACK, ONCE FREED UP IN ITS SECOND INDEPENDENCE, TO ITS TRUE GEOPOLITICS, THE
INTER-AMERICAN SYSTEM AND THE OAS. We reiterate you our greatest consideration and
respect.
